Words are easy, the truth is in the actions -- always. He may be saying he wants to move in with you, but his actions tell you either that he doesn't really want to, or at least that it's really not important to him. If it was, he would have been looking before his lease was up and he would have been communicating to you his frustration that his finances were such that he wasn't able to move in with you as soon as he wanted.

Speaking of finances...why is he needing to save money? If he's going to share with you, he won't be footing the whole rent bill on his own and if he moved out of the place he rented with his friends he should have had the last month's rent free (first, last and deposit are required when you initially move in). If his finances are that bad that he can't afford rent, then he's not a good candidate for you to move in with; he needs to be able to pay half of the expenses and it sounds like it would be quite possible you'd end up supporting him or at least paying more than half. In that regard, you shouldn't consider moving in with him. If the story about moving in with his aunt is a story made up to stall you, then he's not worth your time at all!

Based on the two above things, I would definitely not plan to move in together. If he can't be honest with you about how he's feeling or what he wants, either the relationship isn't strong enough to take the step of moving in together or he's not able to communicate and he's not a good guy for you to be with at all.

One more thing -- moving in together shouldn't be influenced by how long his roommates were in relationships before they moved in with their girlfriends. Your relationship is yours, not theirs. Trying to make things happen on the same timeline as someone else will only make your relationship less than it should be. Take your time and let the stability and strength of the relationship be what guides you, not what somebody else did in their relationship.
